This is not Windows, nor Linux based OS with a Windows theme. It’s called ReactOS. It’s an “open-source operating system for x86/x64 PCs intended to be binary-compatible with computer programs and device drivers made for Windows Server 2003.” So basically this OS can run native Windows executable programs and it’s free!

I found this OS by accident today. I haven’t got a chance to install it on any virtual machine. There are a few videos of people using ReactOS on YouTube. OpenOffice, MS office 2007 and VLC player seem to be working fine.
